- Operations Officer, 75th Ranger Regiment, Counter-Terrorist Joint Task Force, multiple high-level security clearances including TS/SCI, SBI, SI/TK.
- Congratulated personally by GEN Colin Powell for successful leadership of classified National Crisis Management Exercise Program coordinating National Security Council and seven federal agencies (Department of Defense, Department of State, NSA, CIA, DIA, FBI, and FEMA).
- Commanded US Army Battalion won every national and regional competitive award.
- Led defense research, development and acquisition business process reengineering initiative, saved 100 work years and $50 million (ASA, RDA).
- Turned around major national business technology division, radically improving responsiveness, customer service, data management and accuracy, and sharply improving staff morale and performance (NAHB).
- Chosen by "ComputerWorld" magazine as one of the 100 Premier Technology Leaders in the United States.
- Drove revenue of a Federal Government management consulting company, increasing operational efficiency from 67% to 84% in six months.

COO: Teodor (Ted) Ghinea

Ted Ghinea joined T3 Technologies as the COO after successfully founding a project management consulting company. Ted has over twenty years of professional experience in managerial, technical, and functional positions. He has consulted for private and public organizations, including local and federal agencies. He has an MBA from Virginia Tech, has a Master Certificate in Lean/Six Sigma, and he is PMP certified.
Accomplishments:
- Coordinated PMO activities for the FMCSA IT modernization program, with a budget at $100+ million over 5 years.
- Implemented a risk identification process and associated tracking procedures, and served as the risk manager for the FMCSA IT modernization program.
- Set up the PMO and associated processes and procedures for a software maintenance program at ATF.
- Managed the development of an add-on module to a PeopleSoft HRMS implementation in 13 weeks by implementing CMM level 3 prescribed processes.
- Completed a business process reengineering project for Arlington County, VA in the area of Records Management. Developed records retention schedules, and disaster recovery and business continuity plans for Arlington County's records management system.
- Coordinated the design and development of the Enterprise Asset Management System for United States Army Project Office Standard Army Management Information System, whose ordering module handled over $100 million in IT components per year.
- Served as the group leader for Messaging Client and Collaboration Group at the IMF, where he managed the day to day operations in a 4,000+ users environment.
- Developed a financial application and built interfaces used by the International Monetary Fund specialists for performing financial assessments of member countries, cutting the processing time by 300%.
- Selected for Lead Virginia, 2010.
- Serves as a member of the Virginia Tech MBA Alumni Advisory Board and has done so since 2002.
